CCTV – NEW TECHNOLOGY BRINGS INTERESTING DILEMMA

For some people, the notion of closed circuit television (cctv) brings to mind an image of grainy footage and shadowy figures or a security office where one person is trying in vain to keep an eye on a whole wall of screens.  That maybe an image that’s been created by the imagination of moviemakers, and it’s certainly a million miles from where modern cctv technology is at.

True, in the past, much of cctv security cameras surveillance was reliant upon the operator who was manning the screens and monitoring what was going on.   And that was a job that demanded a range of skills, not least excellent powers of concentration, a good memory, exceptional observation skills, ability to multitask and intuition – and it was impossible for even the most skilled operator to pick up every nuance. 

CCTV technology has come a long way – and is very advanced and very impressive.   There is now ‘intelligent’ cctv which features sophisticated devices that are capable of feature recognition, cameras that detect motion and heat, cameras with automatic lens control and devices that are weatherproof, resistant to tampering and impact and which can be controlled remotely.  There are even cameras now that can clearly capture events at night and in dimly lit places. 

New technologies are being developed which would be able to detect where people are behaving atypically, for example moving in the opposite direction to the rest of the crowd, or where an object has been left for a long time in the same place.   

With the new wireless technology and IP, end-to-end interconnection is now possible with enhanced flexibility and improved visual information options.  New digital video recorders (DVR)s are also capable of storing weeks of recorded data which is particularly useful for criminal identification and prosecution.  Some cctv cameras can also be operated remotely, which means less reliance on manual surveillance and security personnel. 

Audio technology is one of the most exciting cctv developments in recent times.  Yes, cameras that see – and hear.  The BBC reported that a British company had developed software that can analyse sound recordings, and interpret voice intonation and pitch etc against a set of stored data – and if the results indicate there is a possible threat, then an alert is sent to the appropriate authorities. 

It’s basically software that analyses audio ‘fingerprints’.   CCTV cameras are more than eyes against crime, they could become eyes and ears.

But are we placing too much emphasis on cctv security cameras when it comes to crime prevention and detection?  A Perth CCTV expert is quoted as saying that people may have an expectation of cctv that is actually too high.  People expect it to be a detection tool, but  the reality is that there is no detection.  His view is that cctv is not intelligent technology yet and until it is, its effectiveness will remain in the hands of the operators and depend on their skills.

Regardless of how one views CCTV, there’s no doubt that the technology has its place and with all the new developments, there seems every likelihood that it will continue to grow as an effective device in the fight against crime.
